In May 2019, as Kenya's Huduma Namba registration deadline approached, a long line formed at Jomo Kenyatta Sports Ground in Kisumu. The Kenya News Agency reported that the interior minister saw the queue and promised four additional registration kits to accelerate processing. About five million people nationwide had registered by that point.
What distinguishes this queue is the way a national digital-identity programme still depended, at deadline time, on a physical venue and the number of machines available. Entry into a vast database ultimately meant advancing one person at a time toward a registration kit.
