In July 2021, the special counters for Malaysia's migrant Return Recalibration Programme at Kuala Lumpur International Airport attracted more people than the existing waiting area could hold. Bernama reported plans for eight counters at klia2 and twenty more near a car park, with new waiting spaces for as many as 1,000 people.
The programme allowed undocumented migrants to arrange voluntary departure, but required compounds, temporary passes, travel documents and tickets to align. The airport became a place where legal status had to be processed before it could become a place of departure. Each person had a destination; at the counter, each became a sequence of documents.
