Indonesia's Hajj system maintains regional waiting lists because registrations greatly exceed annual quotas. Official data show estimated waits of 29 years in many areas, including Aceh, North Sumatra and West Java; West Java alone lists roughly 794,000 registrants. Each applicant is assigned a place number in the sequence.
What distinguishes this wait is that it is not a single physical line. The order for an annual pilgrimage quota is stored on the scale of a human life. More service counters cannot dissolve it: regional allocations and registration position determine, decades in advance, when a person may travel.
