Pakistan's government Hajj scheme uses a ballot when applications exceed available places. State radio reported in December 2023 that 69,438 applications had been received under the regular scheme and 63,805 were successful. If a selected pilgrim withdrew, a person on the waiting list from the same city could be chosen.
What distinguishes this wait is that vacancies return locally rather than to one national line. The list does not end when ballot results are announced: one person's withdrawal can turn another applicant's city-based place into an actual pilgrimage.
