In November 2015, about 3,000 refugees and migrants spent the night in Preševo, southern Serbia, waiting for registration papers. The document allowed them to transit Serbia and continue toward western Europe. Reuters footage and a WHO assessment record the queue outside the police registration facility.
What distinguishes this line is that it was less a settlement application than an order for obtaining short-term legal permission to keep moving. To continue their journey, people first had to stop in one place and wait for papers and registration.
