In 1999, South African voters waited in an early-morning line to cast their ballots. South African History Online’s image record I-0067722 identifies the scene as the Independent Electoral Commission’s second democratic election and credits photographer Greg Marinovich. The 1999 vote is less often represented as a single defining image than the country’s first fully democratic election in 1994. That is precisely what makes this queue useful: it records democratic procedure being repeated rather than inaugurated. The archive does not give the polling station or each voter’s waiting time, but it explicitly identifies an early-morning queue and its purpose. Democratic continuity, in this photograph, meant returning for a second time to the ordinary discipline of taking one’s place and waiting to vote.
