South Africa’s Public Service Commission inspected Department of Home Affairs offices and documented officials or security staff acting as queue marshals, together with improvised signs directing citizens to the correct service line. Applicants and people collecting documents could be routed separately, making queue guidance part of the public service itself.
Before receiving a document, a visitor must first find the right line. A marshal cannot remove the wait, but can prevent people from spending it in the wrong queue.
