Portugal's registry services allow users to take a numbered ticket online and see, in real time, how many people are waiting at a chosen office. The government's instructions explicitly describe selecting a location, obtaining a senha and waiting to be called. The physical line may become a number on a screen, but ordered waiting does not disappear.
Numbering makes arrival order visible while also accommodating other rules, including priority service. A mobile ticket can free a person from standing in one place, but it does not automatically increase the office's capacity. The queue becomes less visible while the one-by-one passage of time remains.
