Mongolia held its first free multiparty election in July 1990. Turnout reached about 92 percent, and foreign observers recorded people lining up at polling stations. The election formed part of the transition away from sixty-nine years of absolute rule by the Mongolian People's Revolutionary Party.
What distinguishes these lines is that choosing among parties and putting a multiparty system into practice happened at the same time. Voters, including nomadic herders who travelled long distances, were experiencing a new electoral procedure as they used it.
