In June 2018, video recorded a long line outside the migration offices in La Uruca, San José, Costa Rica, as people waited for appointments and administrative service. Teletica reported the migration authority’s statement that many were Nicaraguan nationals already living in the country. They were waiting at the point where cross-border lives become residence status and documents. Because the date does not match existing Candidate 1247, this is managed as a separate supplemental case.
