Before polls opened for Belize City’s municipal election on 3 March 2021, about fifty people were waiting at the St. John’s polling station in the Queen Square division. Local reporters surveyed several sites across the city and recorded that this group filed inside once voting began, while other stations had little or no line. Even within the same city and election, waiting varies by place and hour. The fifty people at St. John’s preserve a morning scene of civic participation that cannot be seen in turnout totals alone: arriving before the doors open and entering in turn.
