In January 2005, Iraqi voters waited in controlled lines at guarded polling centres during the national election. A U.S. Government Accountability Office report documents the polling-centre layout and the ordered voter queues.

Marking a ballot takes little time. In a postwar election, however, passing security, completing checks and waiting for a turn were also part of participation. The queue did not remove danger, but it created a common order for reaching the ballot.
