In the Philippines’ elections on 12 May 2025, senior citizens, persons with disabilities and pregnant voters were given an early voting period from 5 to 7 a.m. In Malasiqui, Pangasinan, a photograph documented disabled and elderly voters queuing at dawn. Those arriving during ordinary hours could still use a priority lane.

Priority did not mean an absence of waiting. The system moved voters for whom heat, stairs or prolonged standing posed greater burdens into a different time window and line. Rather than treating formal equality as one queue for everyone, it built differences in physical access into the order of voting.
