On 29 October 2024, a line for in-person mail-ballot applications at the Bucks County administration building in Pennsylvania remained after the 5 p.m. deadline. Long waits and processing delays led the county to continue serving people already in line. A court later ordered an additional application opportunity for voters who had tried to join before the deadline but were turned away.
The queue became unusual because waiting marked a legal boundary. The time a voter arrived, the moment they were allowed to join, and the time staff could process the request did not coincide. Standing in order was itself evidence that a person had attempted to exercise an election right on time.
