On 2 March 1993, a special polling place in Guam served voters in elections for the Federated States of Micronesia and Chuuk State. The FSM Supreme Court record states that many registered Chuukese voters were still waiting when the poll closed. Affidavits estimated more than 200 or 300 people, and the court found that not everyone in line at the lawful 6 p.m. closing time had been allowed to vote. This was not a queue inside the FSM; it was a diaspora queue for people trying to participate in elections back home. Its location is kept explicit, showing how civic waiting can extend across the ocean with a mobile island community.
