On 11 January 2021, older pensioners formed a queue stretching at least four blocks outside a Banco de la Nación branch in Comas, northern Lima. RPP Noticias reported that some arrived at 3 a.m. and that chairs were being rented to people waiting. They had come for an extraordinary payment of 930 soles to retirees covered by Law 19990. The schedule divided recipients by the first letter of their surname; 11 January was assigned to A through C. Yet the article also noted that no in-person procedure was required: the money was deposited automatically into the accounts used for regular pensions. The line therefore exposed a gap between administrative design and lived confidence. On paper, no visit was necessary. For many recipients, however, securing access to the payment still meant appearing at the bank and waiting for direct confirmation.
